2018 ASA Winter Futsal League Rules

Rules of Play (alphabetical)
Accumulated Fouls - Each team is allowed to give away 5 direct free kicks in each half. On the 6th foul a direct kick is awarded to the opposing team and the offending team is not allowed to position any players (other than the goalkeeper) between the ball and the goal.
- The kick may be taken from the 10 meter (32.5 foot) mark, or if the foul was committed closer to the goal than the 10M/32.5ft mark then the kick may be taken.
Age Groups and Divisions - The league committee reserves the right to combine age groups based on number of registrations received in each age group.
- The goal of the league is to create appropriate level competition for each age group
- Multiple divisions may be created based on registrations
Ball – A futsal ball is weighted and has approximately 30% less bounce than a standard soccer ball
- U12 and below teams will use a size 3 futsal ball
- U13 and older teams will use a size 4 futsal ball
Ball in and out of Play - Ball out of play: When it has wholly crossed the goal line or touchline; when the game has been stopped by a referee; when the ball hits the ceiling (restart: kick-in at the place closest to where the ball touched the ceiling).
- Lines: Touchlines and goal lines are considered inside the playing area.
- Ball hitting the ceiling: kick-in is from the nearest touchline spot
Court - Games will be played on futsal marked courts with proper boundaries.
Ejections - Player and Coach
- Minimum penalty is the player missing the immediate next match
- Maximum penalty is expulsion from the entire event. League committee must agree
Equipment - Players are required to wear shin guards in accordance with the Laws of the Game. Players must wear non-marking indoor soccer, futsal, or athletic shoes.
Failure to Show and Forfeits -
- A game may not start with fewer than four (4) properly uniformed players on each team for a match.
- Once a game has started, it may not continue with fewer than three (3) players
- If a match cannot start or continue because of a team having fewer than the minimum, that team shall forfeit the game
- A team shall have a five (5) minute grace period from the scheduled kick off before the match is awarded to their opponent as a 5-0 win
- In the case of a late start, game length may be adjusted by the referee in order to maintain the tournament schedule.
- If a team is the cause for a termination of a game, the match will be awarded to their opponents as a 5-0 forfeit win.
- Teams that have forfeit a game may not advance beyond the preliminary rounds without the approval of the league committee.
Game Time - A league match will consist of a 40 minute game with a running clock, consisting of two 20 minute halves with a 3 minute halftime
Goalkeepers and Goal Clearance - A goal clearance must be thrown (and not kicked) and the goalkeeper cannot touch the ball again until it has crossed midfield or a member of the opposing team has touched the ball.
- U9-U14: A throw must be touched by a player on the same half before crossing midcourt
- U15 and up (JV & Varsity): A throw may cross midcourt
Heading - No intentional or unintentional heading of the ball in U9, U10 or U11 age groups.
- An indirect free kick will be awarded to the opposing team at the spot of the offense.
Kick-Ins - Restarts after the ball has gone out of play, the ball is kicked into play from the touchline and from corners. The ball must be placed stationary and the feet of the player taking the kick-in must not cross the line. The whole foot can not cross the line.
Kick-Off - A kick-off is a way of starting or restarting play
- The opponents of the team taking the kick-off are at least 3m from the ball unti it is in play
- The ball must be stationary on the center mark
- The ball is in play when it is kicked
- You can not score directly off a kick-off
Offside Rule - There is no offside rule in Futsal.
Passbacks – 1 passback to the goalkeeper per possession. A goalkeeper throw counts as the 1 passback per possession. The goalkeeper cannot touch the ball again until a member of the opposing team has touched the ball or the goalkeeper has crossed onto the offensive side of the court.
Penalty Kick - To be taken from the penalty mark on the mid-point of the 6m line.
- All players must be out of the penalty area, and the players of the opposing team must also be at least 5 m from the penalty spot.
- The kicker shall not play the ball a second time until it has been touched by another player.
Playoff Games & Penalty Kicks – Playoff games must have a winner and will be decided by penalty kicks if tied after regulation. The winner of a coin toss will have the option of choosing to kick first or last.
- 3 Players Per Team
- Choose any 3 players from roster, kick from PK spot on court (6 meters, approximately 20 feet)
- If additional PKs are needed, teams go 1 by 1 with new players.
- No player may take a second shot until every player on roster has taken a PK, including goalkeepers.
Referees – Each game will be scheduled to at least 1 referee. They will enforce the laws of the game to the best of their ability.
Restarts - Goals may not be scored directly on restarts, which include:
- At the start of the game
- To start the second half
- After goals are scored
- From kick-ins (touchline)
- Goal can not be scored directly off a dropball
Rosters – Roster size is recommended at 10 players. A roster size above 10 players must be approved by league committee.
Scorer's Table - 1 volunteer from home team is required to manage the scorer's table
Shoulder Charge - Not allowed.
Sliding Tackling - Sliding tackles are not allowed in Futsal but players are allowed to slide on the field (e.g., to stop a ball from going out of play, to direct a pass towards the net, etc.) For a player sliding to be considered a foul, the tackler’s opponent must be in possession of the ball. Referees will not give a foul for a slide if the opponent does not have possession of the ball.
Substitutions - Players must enter and leave the court from the designated spot by their team bench. “Flying substitutions” allow coaches and players to enter and exit as they please, however the field player must exit before the substituting player can enter.
- Goalkeeper substitutions can only be made when the ball is out of play or referee consent.
- There is no limit to the number of substitutions you can make in a game.
Team Benches - Teams start the game positioned in their teams defensive half. Teams will switch benches at half-time to stay in your defensive half.

Time Outs - Each team is allowed one 1-minute time out per half.
The 5 Yard Rule – (corners and kick-ins) Players are required to keep 5 yards from the player in possession of the ball. Players must immediately give 5 yards
- Win = 3 points
- Tie = 1 point
- Loss = 0 points
Uniform - When the uniform colors are similar, the designated home team will change colors. The home team is listed first on the schedule
